Anthropic files for a Nasdaq listing as its government discount widens to every level

By ·

Anthropic has filed a registration statement for a proposed IPO and, a day later, extended a 40% discount to government customers at all levels. Claude Code also shipped three releases aimed at gateway and managed deployments, and Anthropic published four research papers.

Key points

Anthropic files to go public

On October 26, Anthropic, PBC filed a registration statement on Form S-1 with the US Securities and Exchange Commission. It relates to a proposed initial public offering of the company's Class A common stock, which Anthropic intends to list on the Nasdaq Global Select Market under the symbol “ANT”. The announcement is deliberately sparse. The number of shares and the price range have not been determined, and the offering will be made only by means of a prospectus.

Anthropic stresses the filing's legal status. The registration statement has been filed but has not yet become effective, so the securities cannot be sold and offers to buy cannot be accepted until it does. The announcement is neither an offer to sell nor a solicitation. It names Goldman Sachs & Co. LLC and Morgan Stanley & Co. LLC as the addresses from which copies of the preliminary prospectus may be obtained once available. The page footer restates that Anthropic is a Public Benefit Corporation whose mission is to ensure the world safely makes the transition through transformative AI.

Government pricing: 40% off, with no spending floor

On October 27, Anthropic announced a broader agreement with the General Services Administration. Government partners get a 40% discount on Claude Enterprise, Claude for Government and the Claude API. Anthropic says this is the first time the discount covers every product surface. It applies to agencies buying directly today and through cloud providers in the coming months, and it extends to state, local, tribal and territorial governments. Agencies have no minimum spend commitment and pay for what they consume. Anthropic estimates the discounts will save the government $1 billion, and it is launching a dedicated program to help agencies implement Claude. It says it will bring practices common among its private-sector customers to public-sector partners in the coming weeks.

The adoption figures are Anthropic's own. About 500 US federal, state and local organizations use Claude, weekly Claude for Government active users are up about eightfold since February, and usage across federal civilian agencies has grown about 20-fold in a year. The company's examples come from the customers' side. Utah gave Claude Code to 34 developers across 10 state agencies. 80% had a working environment within 30 minutes, and 71% reported saving 20 or more hours by the end of a four-week pilot. A US state CIO confirmed their team responded to a ransomware attack in 8 minutes, against the usual 2 to 3 days, thanks to Claude. A US federal security team used Claude Mythos to detect and patch, in about two days, a vulnerability that would have allowed takeover of a critical production system. A human penetration test the month before had missed it. The announcement text available to us is cut off after these examples.

Four research publications, read by title only

Anthropic's feed carried four research-oriented publications. They are titled “Early progress on accelerating drug development with Claude”, “How AI agents shape experts' judgment calls”, “Discovering and exploiting vulnerabilities in critical, real-world software with Claude” and “An alignment assessment of the UK AISI cybertesting incident”. For each, only the title reached us. We have no summary, results or Anthropic's own account of circumstances or causes, so we do not describe their findings.

Two of the titles concern security testing, and the GSA announcement separately cites Claude Mythos in a federal vulnerability-detection case. None of the sources states a connection between these items. The incident assessment in particular should be read in full, with the explanation Anthropic itself gives, before anyone draws conclusions from its title.

Claude Code leans into gateways and managed environments; a brief Sonnet 5.5 incident

Three Claude Code releases, 2.1.310 to 2.1.312, share a theme of enterprise and gateway deployment. Version 2.1.310 brings the Monitor tool and plugin monitors to Bedrock, Vertex and Foundry, and to sessions where telemetry or nonessential traffic is disabled, with long foreground sleeps now blocked there too. It also makes Claude Code retry without the effort-2025-11-24 beta value or mid-conversation system messages when some gateways and compatible servers reject them. Version 2.1.312 adds oidc.user_id_claim to the Claude apps gateway, so people can be identified by an id_token claim other than sub, such as Microsoft Entra ID's oid. It also fixes managed settings and organization policy not being fetched for the rest of a session after signing in from the VS Code extension.

The smaller changes are these. Version 2.1.310 stops background cleanup from deleting recent files, such as pasted images, when cleanupPeriodDays is set very high. Version 2.1.311 adds --hold-idle-file and --max-hold-min to self-hosted-runner, a tip for the Explanatory output style, and a fix for long freezes caused by a very long list item in CLAUDE.md. Version 2.1.312 lets users in fullscreen click the “to send now” hint under a queued message to send it immediately. Separately, the status page reports elevated errors for Claude Sonnet 5.5 across claude.ai, the Claude API, Claude Code and Claude Cowork. Impact ran from 07:42 PT (14:42 UTC) to 08:17 PT (15:17 UTC), about 35 minutes, and the incident is marked resolved. The entry gives no cause.
